Fair Work Bill will bring a new enterprise bargaining framework

The government this month tabled its long awaited industrial legislation into Parliament – the Fair Work Bill 2008.

The most controversial part of the new bill is the enterprise bargaining framework – which includes good faith bargaining orders, compulsory bargaining with unions where there is majority employee support, an expanded role for arbitration to broker disputes and regulated multi employer bargaining for ‘low paid’ workers.

Most of the new bill is intended to commence on 1st January, 2010. Other things will converge with the new legislation’s start date – the award modernisation process should be (mostly) complete and new ITEAs (Individual Transitional Employment Agreements, which replaced AWAs) will no longer be available.

However, there are some important parts of the legislation which start early on July 1, 2009 – including the new enterprise bargaining framework and unfair dismissal laws. Some of the areas include:

  • Unfair dismissals
  • Refusal to bargain with a union and requirement to negotiate agreement
  • Good faith bargaining, protected action and arbitration
  • Compulsory bargaining and arbitration for the low paid
  • Injunctions to enforce awards and enterprise agreements

Baker Tim Dillon won a record haul this month as BakeFest Australia show grand champion. The Queensland state champion earned $2500 in cash prizes, bakery tools and ribbons as a competitor in the BakeFest Australia baking competition, held at Chifley Penrith Panthers, NSW from 14-16th October.

The baking competition was held as part of the BakeFest Australia three day trade show and demonstration. His winning entries in ciabatta, traditional sourdough and commercial class breads as well as his places in Australian French stick and white vienna helped him take the top prize, with Chris Hurford of Loafing by the Bay coming a close second as champion runner-up.

The awards were presented at the BakeFest industry dinner held at the end of the second day, with almost 100 allied suppliers, sponsors, bakers and apprentices in attendance. The dinner featured a song and dance show from the Dreamgirls of Vegas, as well as prizes for registered attendees donated by Ausnac, Stahmann Farms and Australian Discount Shopping Service.

In all, over $6000 in cash, prizes and ribbons were handed out on the night to bakers and pastry cooks from New South Wales and Queensland.

The BakeFest Australia trade show had a range of equipment, ingredient, apprentice, association and service information on offer for bakery owners and tradespeople.

The baking industry golf day was held on the third day, with the winning team made up of Roger Betts, Tom Ring, Brett Ring, and Kevin Kielly. Over $600 in prizes were given out to bakers for longest drive and nearest to pin shots, as well as raffles for sponsor mini games.

New NBIA general manager Roger Paterson

New NBIA general manager appointed

Roger Paterson has been appointed general manager of the National Baking Industry Association. Mr Paterson will replace the long serving Scott Wiseman as head of the peak industry body.

Outgoing general manager Scott Wiseman says he has seen considerable change take place in his ten years with the industry, which has included the introduction of GST and Workchoices, and the creation of a national industry body.

“I have seen the industry become increasingly competitive, reinforcing the need for a union of bakery owners. Bakers need to be not only skilled craftsman, but also proficient and shrewd business people in order to survive,” Mr Wiseman says.

In order to prosper in the future, Mr Wiseman says the industry needs to unite nationally and work collaboratively to fix industry issues and have the strength to fight off external influences.

“The industry needs to take control and responsibility of its destiny. Bakers should be in charge of industry issues such as training, employment, education, and food regulations,” Mr Wiseman says.

Some of Mr. Wiseman’s initiatives in his time as general manager include:

• Formation of a national industry body
• Creation of a private industry training provider
• Increasing the number of member services, such as free entry to baking competitions for members, and expansion of three Queensland events to nine national events
• Development of the EKKA Baking Demonstration and BakeFest Australia

New general manager Mr Paterson has a background in state and national management positions, including another peak industry body, FMCG industries (baking), labeling, printing, publishing and insurance. He says he can see significant opportunity for growth within the baking industry and was keen to strengthen relationships with bakers.

"There are exciting challenges ahead relating to member services and training, which I am extremely enthusiastic to be a part of along with the rest of the NBIA team," Mr Paterson says.

Queensland Baking Industry Golf Day

Eager Queensland bakers took to Windaroo Lakes this Tuesday for 18 holes of golfing action. Rained out twice this year, perfect weather finally allowed industry tradespeople, apprentices and allied traders to enjoy the event and have a full day of industry-related fun.

Teeing off at 10:30 am, bakers received golf carts, complementary drink-packs and a BBQ lunch for the five hours of golfing and sponsor mini-games. Besides nearest to pin, straightest drive and longest drive competitions, additional challenges included soccer shootouts, quoits, a putting challenge, croquet and a $10,000 hole in one shot, with several bakers hitting the ball within a few metres of the hole.

Over $1000 in prizes were given out through mini-game raffles and awards for first, second, and third places, along with a case of beer for the highest scoring Bradmans team. The winning team was made up of Stephen Nankervis, Tony Clarke, Jan Elliott and Wayne Smith. Tony Clarke was nearest to pin on the $10,000 hole in one challenge, while John Foxwell, Steve Browne and Craig Robbins had the longest drives of the day.

The Royal Queensland Baking Competition was held on the 5th August at Brothers Function Centre, Albion. Building on the successful growth of last year, the event saw 115 bakers and apprentices competing for top state honours in bread, cake and pastry.

600 products in 27 classes were registered for the event, with over $3000 in prizes handed out on the day, including ribbons, certificates, bakery tools, cash prizes and free travel and accomodation to BakeFest Australia.

The 2008 Show Grand Champion and Commercial Class winner is Tim Dillon of Uncle Bob's Bakery, who finished the day with over $1000 in prize money and equipment.

Tim Dillon will be joining the NSW and VIC State Champions at the BakeFest Australia baking competition in October, with free flights and accommodation to the three day baking industry event held at Chifley Penrith Panthers. Tim Dillon also won the recent Brisbane Region Apprentice of the Year award, strengthening his position as a rising baking talent. Runner-Up to the Show Champion was La Tran from Ray's Patisserie, scoring points with the judges with his excellent cakes and pastries.

The Meat Pie Class Champion was Jason Londrigan of Beefy's Kunda Park, earning him a cash prize of $500, while Nicola Hampton of Woolworths Warner earned the award of Champion Apprentice for her entries in the three straind plait and half married classes.

Chris Hurford of Loafing by the Bay won the event's Champion Loaf, topping off an excellent year with Champion Loaf prizes in all three state competitions.

"Congratulations to Tim Dillon on his success at this year's event, and a 'thank you' to the all the bakers, apprentices, judges and sponsors involved this year. It has been fantastic to see the number of entries almost double in the last two years, and we hope to see the same level of quality at the 2009 Royal QLD baking competition," Mr Wiseman says.

The event was possible thanks to the support of Stahmann Farms, Manildra Flour, Kerry Pinnacle, George Weston Foods, Chifley Penrith Panthers, Victorinox Oppenheimer, and Baking Industry Training Australia.
